Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background

Swachh Bharat Mission (Gramin), a key flagship initiative of the Government of India was started in October 2, 2014, with the objective of accelerating sanitation coverage and bringing about improvement in the general quality of life in rural areas, by promoting cleanliness, hygiene and eliminating open defecation and ensuring Swachh Bharat by 2019.  The Mission focuses on community-led approaches for accelerating efforts at achieving open defecation free (ODF) status through access to improved sanitation facilities for each household, institution and public place.

The State Water and Sanitation Mission, Department of Panchayati Raj and Rural Development (PRRD), Government of Madhya Pradesh is the nodal agency for the implementation and monitoring of Swachh Bharat Mission (Gramin), (SBM-G) in Madhya Pradesh. A state-level cell, has been established at Satpura Bhawan, Bhopal, to facilitate program planning, implementation and monitoring across the State.

With strategic support from our Client over the past three years, the State Government has adopted community approaches to Total Sanitation, that have included the development and adoption of guidelines for placing teams of motivators for undertaking collective behavior change at the community level, for the elimination of open defecation. The State Government has committed to achieving complete ODF status by 2018 and 12 districts are expected to achieve ODF status by March 2017. Since July 2016, State SBM-G has also started online direct cash transfer system (FTO) for the timely and accelerated disbursement of incentive payment to households. In the past two years, SBM-G functionaries at the District and Block levels, have been trained on effective M&E and FTO systems, to improve the quality of monitoring and reporting. State level Water Sanitataion and Hygiene (WASH) validation has also been established, with the support of students of IIM, Indore, to validate ODF status of Gram Panchayats. Apart from technical assistance, the International Development Agency also provides analytical reports on physical and financial status with key issues and action points, to further strengthen monitoring of SBM-G.

As an agreed strategy, the International Development Agency shall enhance programme delivery through high-level technical assistance to the state, for the effective implementation of SBM-G. This will include supporting the state in institutional strengthening in CATS approach, technical assistance for effective M&E and technical assistance for effective operationalization of district institutions for sanitation. Equity is a strong strategic focus of the initiative and accordingly removal of SBM-G operational bottlenecks and providing programme support in tribal areas for the achievement of ODF communities, shall be key priorities. Areas of focus shall be aligned with State policy.

As a part of its strategic partnership with the State Government for the sector, it is proposed to place the Monitoring & Evaluation cum Knowledge Management Specialist (MEKMS), who will work for strengthening M&E for effective programme delivery. As a part of the State Cell, the MEKMS shall focus on Client supported districts for various M&E activities, leading to effective service delivery for reduction in open defecation. Over the last couple of years, this support has been crucial for strengthening M&E under SBM-G, and has contributed strongly to the ODF priority.

Purpose of Assignment

The Department of PRRD requires to capacitate its monitoring system and needs handholding before the monitoring framework system becomes mature enough to sustain itself without external support. It is also high time that concurrent ODF validation systems are established across the State, to help identify and institute measures to be taken for improved service delivery. It is strategic for the International Development Agency to provide technical support to PRRD for the implementation of an SBM monitoring and validation framework. This will require the full-time support of the MEKMS at the Department of PRRD, to help strengthen monitoring and validation systems.

The MEKMS shall work in close coordination/convergence with SBM-G, Madhya Pradesh, Bhopal/ other Consultants/officials of PRRD, INGOs (working in WASH), CBOs, training institutions and other partners, directly or indirectly related to the objective of making Madhya Pradesh ODF. Our Client shall support and strengthen the state level SBM-G Cell by the provision of MEKMS.


Under the overall guidance of the Sector Specialist of the International Development Agency and the direct supervision of the State Programme Officer SBM-G, MP, the MEKMS will work in close collaboration with the SBM-G Cell and relevant officials at both State and District level.

Key Job Responsibilities:

(A) M&E Framework
Strengthening monitoring platforms of SBM-G, through real-time monitoring of processes and results and contributing to decision-making for course correction.

(1) Providing technical support in the development and roll-out of an M&E package for SBM-G based on an online, module which includes:

(a) System for Direct Cash Transfer (DCT) to Beneficiaries, Motivators/SDs, IEC and CB;
(b) Module to track key community mobilization processes implemented by Motivators/ SDs;
(c) Qualitative process indicators, to track the implementation of a district-wide approach for Phase 1 and 2 districts.

(2) Providing capacity building support at the state and district levels on M&E for SBM-G.

(B) Knowledge Management
Ensuring that a robust Knowledge Management mechanism is developed, rolled-out and disseminated for SBM-G, enabling improved planning, implementation and mid-course corrections for achieving results, based on SMART indicators.

(1) Collecting, analyzing and interpreting SBM-G data from districts and developing reports for both districts/State;
(2) Ensuring monthly/ quarterly analysis of progress reports, with qualitative interpretation of trends, bottlenecks and issues requiring corrective attention;
(3) Developing and interpreting district report cards (bi annual) of SBM-G, including SBCC, Capacity Building and CATS implementation for all districts as well as the State and suggesting action to bridge gaps, if any;
(4) Sharing reports with top functionaries in PRD and the International Development Agency, enabling regular review, follow up and planning;
(5) Supporting mid-term assessment of key bottlenecks and issues under SBM-G with field studies to inform mid-course corrections to SBM-G implementation strategy.

(C) Concurrent Monitoring and Third Party Validation
Strengthening WASH outcome monitoring and validation system with evidence based learnings; Also contributing to concurrent validations mainstreamed into national flagship initiatives.

(1) Supporting the development and rollout of a concurrent monitoring framework, using online application for the validation of sanitation outcomes, including a schools framework;
(2) Supporting PRD (in partnership with high quality academic institutions) for the validation of concurrent sanitation outcomes;
(3) Capacity building of academic institutions and District and Block Officers, on Concurrent Monitoring;
(4) Helping generate high quality and reliable analytical reports with clear interpretation on district wise status of sanitation outcomes, key bottlenecks and actions for mid-course corrections, based on concurrent monitoring data.


University degree in Public Health, Environmental Sciences, Social Policy, Development, Engineering, or other relevant field.  

(1) At least 10 years of work experience in the field of development, of which a minimum of five years must be exclusively in WASH and M&E of rural development programmes in the WASH and development sectors;
(2) Experience of working on TSC/NBA/SBM/NRDWP/SSHE shall be an advantage;
(2) Experience of working closely with government departments and institutions, is essential.

Skills and Competencies:
(1) Thorough understanding and working knowledge of the concepts and principles of recent Water and Sanitation Policy reforms and M&E concepts;
(2) Demonstrated coordination and negotiation skills;
(3) Excellent communication skills in both Hindi and English, with the ability to speak, read and write fluently, in both languages;
(4) Good knowledge and skills in MS-Office application software (viz. MS Word, Excel and Power Point);
(5) Demonstrated success and competency in advocating policy to senior government officials.


The MEKMS shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
