1. POSITION VACANT: Human Resource Officer (HRO-SAMS), Recruitment & Payrolling project with one of the UN Client, Chhattisgarh, Jharkhand, Bihar, Madhya Pradesh and Odisha (5 vacancies)

2. BACKGROUND:

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Human Resource Officer (HRO) shall coordinate closely with, representatives of the Client and SAMS’ staff at state and Head Office (HO) Recruitment and Finance Team in New Delhi, for the successful execution of the project for the Client to SAMS, with emphasis on human resources management, administrative and logistics components. The HRO shall also support other consultancy projects awarded to SAMS in the State and/or the submission of proposals by SAMS for the award of more consultancy projects in the state.

Key Roles and Responsibilities:

(1) Facilitating Recruitment Processes, Joining and Orientation:
(a) Providing administrative support to HO Recruitment team & Administration during Technical Consultant recruitment, especially in ensuring interview schedules and related logistics are in place;
(b) Facilitate/ conduct onsite review and checking of credentials and documents of candidates appearing for final interviews;
(c) Coordinating with finance team members for the timely settlement of the travel expenses of the candidates attended interview;
(d) Overseeing the induction process for all new Technical Consultant joining programme and also ensuring that the orientation process completed within timeline;
(e) Providing support in preparing and regular updating database of staff contracts; and preparing contract / renewal letters, increment letters, etc. of staff members in a timely manner;
(f) Ensuring that group insurance policies for staff are maintained and managing insurance related correspondences with respective insurance companies;
(g) Coordinating with HO Recruitment and Finance Team to ensure that the timelines for Technical Consultant performance appraisals are followed and respected by the Technical Consultants;
(h) Supporting the HO Recruitment team in organizing training programmes;
(i) Maintaining filing systems relating to HR and staff records in a systematic manner;
(j) Strictly following the organizational work plan and individual activity plan; 
(k) Ensuring adherence to quality and timeliness of the deliverables;
(l) Complementing the activities of the other departments within the team and providing support wherever required;
(m) Maintaining good relations with the SAMS clients in a manner appropriate to the Human Resources Assistant function.

(2) Coordinating and Liaising with Programme Officials and State Technical Consultants:
(a) Liaise with program counterparts to ensure timely and accurate month-end reporting on attendance/ productivity of Technical Consultants, per their TORs;
(b) Scheduling meetings, interviews, HR events etc.;
(c) Responding to internal and external HR related enquiries or requests and provide assistance;
(d) Provide support and respond to queries regarding Insurance and vehicle arrangement (e) Liaise with Technical Consultants and ensure timely submission of Monthly Progress Report (MPDR) by them.

(3) General Office Administration:
(a) Handling general day to day activities of local office and related matters;
(b) Maintenance of good office environment;
(c) Co-ordination with HO for scouting local vendors for various services such as vehicle arrangements, venue arrangements for meetings/orientations etc.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 

Applicant must be a graduate with 4-5 years of experience in HR operations.

Skills and competencies:

(1) Excellent oral and written communication skills;
(2) Good organisational skills, efficient and strong problem-solving skills;
(4) Good sense of priorities and ability to tackle multiple tasks simultaneously;

5. COMPENSATION OFFERED:

Offers to selected candidates shall be commensurate with qualifications, experience and salary history.

(Notes: *Candidates shall be working on the payroll of SAMS, a leading HR Agency for the public health and development sectors in India.)
