1. POSITION VACANT: Head of Program, Rajasthan, Population Foundation of India, Jaipur

2. ORGANIZATION BACKGROUND:

The Population Foundation of India (PFI) is a national, non-government organization at the forefront of policy advocacy and research on population, health and development issues in India. It leads advocacy efforts and works as a think-tank dedicated to promoting and advocating effective formulation and implementation of gender sensitive population, health and development policies, strategies, and programs in the country. Policy advocacy, social and behavioural change communication, community action and knowledge management, are some of the key strategies that PFI deploys to achieve its goals.

Over the years, PFI has played a catalytic role to address issues relating to gender equality, women’s empowerment and other social determinants. PFI is committed to serving the economically weak and marginalized sections of society in high priority districts (HPDs) with poor socio-health-demographic indicators, across India.

3. JOB SUMMARY:

Reporting to the Director Programmes, the Head of Program, Rajasthan (HOPR) shall be responsible for leading all PFI initiatives in the state of Rajasthan, including the delivery of donor funded projects on CSE, ARSH, Family Planning, etc.

4. KEY JOB RESPONSIBILITIES:

A. Program Management
(1) Plan, delivery and monitor the work of PFI around ARSH, Women’s Rights, CSE, Family Planning etc. as per PFI’s strategic mission and specific project objectives in Rajasthan;
(2) Manage partnerships, including grants to partners and their capacity building;
(3) Advocate to and engage with policy makers and influencers including building and sustaining relationships with law makers, social and institutional leaders and government officers at different levels;
(4) Facilitate agreements and monitor activities of sub-contractors, as required, in coordination with the Finance Department at headquarters;
(5) Ensure timely delivery of reports to donors, government etc., including the collation of reports received from the field and from partners etc.;
(6) Build sustainable and fruitful partnerships to enable program delivery;
(7) Manage the State Office.

B. People Management
(1) Manage and inspire the state/ project team by instituting a high-performance culture and adopting a principled leadership style;
(2)  Maintain excellent relationships with relevant teams at HO.

C. Resource Mobilization
(1) Ensure that all expenditure incurred at the State Office, is in compliance with program budgets and policies;
(2) Ensure donor coordination in consultation with HO, as necessary.
(3) Pursue funding opportunities, develop concepts and proposals and build sustainable partnerships, in alignment with PFI’s strategic framework;
(4) Represent PFI, as and when required.

5. KEY PERFORMANCE INDICATORS

Key performance indicators for the position, comprise the following.

(1) Ensuring efficiency and effectiveness of PFI donor funded projects/ programs in Rajasthan, ensuring highest quality in reporting, compliance and relationships;

(2) Specific deliverables shall include:

(a) Establishment of ARSH knowledge hub;
(b) Innovations in Sex-Ed delivery for out of school children (through partner);
(c) Building partner capacities;
(d) Advocacy at district and state levels;
(e) High level advocacy event in Rajasthan;
(f) Increased budget/expenditure for RKSK in Rajasthan;
(g) Identifying key lessons and applying PFI scale up model.

(3) Conducting regular internal program review meetings with Program Team and Program Partners and supporting the documentation of the program reporting on timely basis on all activities in the state along with weekly reports;
(4) Coordinating with direct program partners, relevant stakeholders, other donor partners in the state;
(5) Building and maintaining excellent relationships.

6. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must have a Masters’ in Social Science, Social Work, Public Health, Development Studies, or other related field, from a reputed educational institution.

Experience:
(1) Minimum 10-12 years of experience in programme management;
(2) Prior experience of managing programmes on Social Marketing and Social Franchising of Family Planning and Reproductive Health Services in India, shall be preferred.

Skills and Competencies: 
(1) Excellent communication and representational skills, with substantial experience of networking with a diverse range of stakeholders. Strong political awareness and sensitivity;
(2) Practical experience of building and delivering youth-sensitive advocacy programs and campaign;
(3) Excellent people management skills.
(4) Experience of financial management, including budgeting, and active budget management;
(5) IT literate (MS Office Suite);
(6) Fluency in written and spoken English and Hindi, knowledge of local dialects of Rajasthan will be an advantage.

7. COMPENSATION OFFERED:

Gross compensation budgeted for the position ranges from Rs. 18-20 lacs per annum, with scope for improvement in the case of exceptional talent. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

8. LOCATION: Jaipur, Rajasthan

9. TENURE:

The selected candidate shall be offered two years fixed term contract, renewable based on performance.
