1. POSITION VACANT:  Head of Programmes (HoP), Railway Children India, Gurgaon

2. ORGANIZATION BACKGROUND:

Railway Children is an international non-profit organisation, working since 1995 in the United Kingdom, India and East Africa, to create ‘a world where no child should ever have to live alone on the streets’.

Railway Children strives for sustainable changes in the lives of children alone and at risk on the streets. Children living on the streets decide or are forced to leave home due to abuse, violence, neglect and poverty. While living on the street they are exposed to all forms of vulnerabilities, and even death.

Railway Children in India has functioned as the Liaison Office of the charity in the UK and more recently, as a Section 25 (now Section 8) company. Railway Children India was established as a not for profit (Section 8) company in 2013, to scale and sustain the impact of the work of the organization.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Purpose of the Post:

Railway Children India wishes to recruit a senior development professional to fill the key, strategic role of Head of Programmes (HOP), based at Gurgaon, India.

Railway Children’s vision is “A world where no child should ever have to live on the streets” and to efficiently perform and achieve this, the organization’s operations are governed by three key functions in India, viz. Programme Support, Strategic Alliance and Development Support.

The Head of Programmes (HOP) shall ensure the optimum performance of these functions, measure and document the impact of the organisation’s work and constantly recommend future strategies.
                 
Reporting to the Country Director, the HoP shall be responsible for ensuring the efficient and timely implementation of actions and strategies outlined in the strategic plan. The post-holder shall line manage seven team members within the above functions and support their professional growth. S/he shall additionally be responsible for continuously generating and communicating impact reports and theme and position papers, enabling the organization to raise the profile of the issue of children alone and at risk, in India.

Key Roles and Responsibilities:

(A) Strategy:

(1) Ensure the efficient implementation, review and strengthening of the current India annual plan of action;
(2) Actively develop programme strategies for the future India Strategic Plan;
(3) Develop and ensure the efficient implementation of the organization’s capacity building calendar (capacity building of the Railway Children India team, partners and other external stakeholders);
(4) Build and lead national and state level advocacy strategies and ensure their efficient implementation;
(5) Constantly identify and develop theme and position papers that serve as policy insights;
(6) Ensure that children are at the centre and that their voices are an integral part of all strategy formulations.

(B) Operations Management:

(1) Constantly map and review critical processes within the organization and ensure that the same are consistently adhered to;
(2) Support reporting officers in the prioritization of their tasks;
(3) Develop and manage key relationships with government and non-government stakeholders, that are necessary for the successful delivery of all strategies;
(4) Design campaigns with the marketing team and ensure their implementation, to constantly raise the profile of the issue of children alone and at risk;
(5) Assist the Country Director in making accurate financial projections for budgeting the Railway Children India programme, as well as the programmes of its partners;
(6) Liaise with the UK team to ensure that the India programme and its needs are consistently understood by all the support functions, as well as the UK and East Africa programmes.

(C) Measuring and Communicating Impact:

(1) Evaluate all Railway Children India strategies and partner programmes, ensuring their effective implementation and constant improvements thereto;
(2) Document organizational learning with evidence, which can feed in to future strategy;
(3) Identify, measure and document impact of the work of Railway Children and its partners in India.

(D) Team Performance Management:
(1) Define performance expectations and deliverables from each team member;
(2) Carry out monthly, quarterly review and annual appraisals of team members, based on their performance;
(3) Ensure that the capacity building needs of team members are identified and addressed.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualifications:
Applicants must be post graduates in Child Development/ Social Sciences, or equivalent.

Experience:
(1) At least 13 years of experience in the development sector, including three years in child rights programming;
(2) Knowledge of the Juvenile Justice Act and its implementation status and other relevant legislations/ schemes/ policies related to child rights protection in India is desirable;
(3) Sound understanding of results based management approach to programme planning, budgeting, review and monitoring systems, is essential.

Skills and Competencies:

(1) Excellent team management, interpersonal, analytical and leadership skills are essential;
(2) Good language proficiency in English, Hindi and preferably any other regional language;
(3) Strong documentation skills;
(4) Alignment with core organisational beliefs of bravery, integrity, innovation and effectiveness;
(5) Willingness to travel for about 10 days a month;
(6) Ability to work under pressure.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
