1. POSITION VACANT: District Quality Assurance Coordinator RMNCH+A, International Development Agency, Odisha

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:

Reproductive, Maternal, Neonatal, Child Health and Adolescent Health (RMNCH+A) program was introduced in Odisha since April 2013 as part of NHM Phase II program. The RMNCH+A program adopts life cycle/ continuum of care approach as a major strategy. The Global Call to Action for child survival nationally launched in January 2013 has given strong impetus to accelerate the objectives of the RMNCH+A program. Odisha’s continuing high maternal mortality ratio (MMR 222/100,000), very high newborn mortality rate (NMR 37/1,000) and high infant mortality rates (IMR 51/1,000) in the country gives serious challenges to overcome.

The CTA interventions target 19 states and 185 high priority districts in India. The Govt. of India identified 8 districts as High Priority Districts (HPD) in Odisha. Odisha State Government subsequently has added two additional districts to the list. This makes a total of 10 High Priority Districts in the state. The CTA activities were initiated in Odisha in January 2014. These 10 districts were distributed amongst three Development partners to support implementation, with UNICEF as lead partner for the State: UNICEF supporting 7 HPDs, UNFPA supporting 2 HPDs and SCF supporting 1 HPD.

The Govt. of India requested UNICEF to take over the role of State Lead Partner as of October 2015 and support State Resource Unit at state level working closely with Dept. of H&FW and NHM Odisha.  With UNICEF Odisha as new lead partner for CTA, a set of new responsibilities are encumbered on the agency. The technical assistance sought with this TOR aims to fulfill these requirements.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the Technical Supervision of Health Specialist, IDA Odisha, the District Quality Assurance Coordinator RMNCH+A will work in coordination with CDMO/ADMO (FW) of assigned HPD(s) and provide techno-managerial support at district level towards improvement of planning, monitoring, reporting and implementation of CTA programs under the overall umbrella of RMNCH+A.

Key Deliverables:

(1) Point of Care Quality Improvement (POCQI) in the High case load institutions along with SNCU of Kandhamal district;
(2 KMC functionalization at SNCUs and FRUs of Kandhamal district;
(3) Early Childhood development implementation through new MCP card roll out;
(4) Follow-up of SNCU discharged babies and Low birth weight babies;
(5) Mapping the home delivery and interventions;
(6 VHND Monitoring and HBYC rollout;
(7) Strategies support for Diarrhea (IDCF) and Pneumonia (under IAPPD) and prevention;
(8) District Immunization action plan for full immunization improvement;
(9) Institutionalizing LaQshya and Wash in health facilities interventions in all FRUs;
(10) Any other related work as per the states priority.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must have a Post-Graduation degree in Community Medicine, Health Program, Social sciences with knowledge and expertise in statistical analysis.

Experience:
(1) Minimum three years of work experience in public health programme management at mid-level.
(2) Experience in Maternal health /Child health /Adolescent Health programming is desirable.

Skills and Competencies:
(1) Drive for result, Coordination and Analytical skills
(2) Skills in evidence-based planning  
(3) Data analysis and documentation skills
(4) Excellent computer knowledge and skills
(5) Good Communication skills in Oriya, Hindi and English are desirable

5. NATURE OF ENGAGEMENT:

The DQAC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate shall be Rs. 70,000 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the DQAC).

7. LOCATION: Kandhamal, Odisha with need base travel to field.

8. DURATION: The consultancy assignment will be effective from the August 1, 2018 till December 31, 2018.
