1. POSITION VACANT: District Maternal and Child Health Consultant, International Development Agency, Bijapur, Chhattisgarh

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency that works across the globe to promote child survival, protection and development.

Project Background

The IMR of the state which stood at 79 per 1000 live births in 2000, dropped to 39 by 2016 (SRS) with wide variation in Urban (31) and rural (41). At the present rate of decline, the State will not be able to reach the required target of 31 per 1000 live births by 2020. Experts point out that the earlier achievements have been the result of ‘plucking the low hanging fruits’ primarily attributed to improved levels of exclusive breast feeding reaching 77.2% (NFHS IV). There is no significant improvement in other child survival interventions. Neonatal mortality stands at 35 percent (AHS 2011-12) which has further comedown to 27 (SRS 2015). Based on the facts highlighted in LANCET regarding the continuum of care, maternal health has a direct correlation to the IMR.

In order to further accelerate the decline in maternal and child mortality and galvanize unified efforts of all stakeholders a 'Call to Action: For Every Child in India’ strategy has been adopted country wide and International Development Agency is the lead partner in Chhattisgarh. In order to enhance technical assistance at high priority districts and make provision for coordinated planning and monitoring at state and district level, it was decided to extend techno-managerial support for better planning and implementation of Maternal and Child Health program. S/he will also provide support in planning, monitoring, supportive supervision, compilation, analysis and feedback regarding implementation of Village Health and Nutrition Days (VHND) in Bijapur, Chhattisgarh.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Chief Medical & Health Officer, Bijapur District, the Consultant shall be responsible for implementing the RMNCH+A strategy in the district and block as per national guideline and for increasing the coverage and improving the quality of selected maternal and child health and nutrition services delivered through the VHND platform in select districts of Chhattisgarh State.

Key Job Responsibilities:

(A) Planning:
(1) Facilitate district level planning of RMNCH+A program with focus on MCH and immunization program;
(2) Facilitate in Micro-planning, implementation and monitoring of RI/VHND activities;
(3) Support implementation of Maternal & Child Death Audit in the district;
(4) Facilitate the functioning of delivery points as per the Govt. of India laid down criteria;
(5) Support planning, implementation and monitoring of trainings (SBA, Quality ANC, IMNCI) including development of training sites;

(B) Data and Documentation:
(1) To facilitate the district in ensuring timely reporting, data uploading in HMIS/MCTS to streamline data flow for MCH program including immunization, analysis of data and its use for review and feedback;
(2) Facilitate the implementation of Maternal & Child death audit and reporting;
(3) Coordinate documentation of best practices, innovations, human interest stories;
(4) PIP Implementation tracking: Track status of PIP implementation for selected activities on a monthly basis and share feedback with district and the International Development Agency.

(C) Maternal Health:
(1) Improve the Quality of ANC services at facility and outreach sessions;
(2) Ensure support to the LaQshay program;
(3) Facilitate the functioning the delivery points as per Govt. of India laid down criteria;
(4) Implementation of Quality ANC training in the district;
(5) Helping District to minimize gap between Institutional delivery and Early Initiation of Breast Feeding;
(6) Support in establishing Kangaroo Mother Care (KMC) facilities;
(7) Support in establishing at least one model labor room at DH and block level;
(8) Analyse district wise data, presentations and factsheets and identify specific issues and action points
(9) Provide technical support during District review meetings;
(10) Provide technical support to increase the coverage of HIV screening services for Pregnant women;
(11) Provide technical support for establishing WASH in Health Facilities;

(D) Immunization
(1) Provide management support and technical inputs to for acceleration of routine immunization;
(2) Support the implementation of fixed day SC and outreach activities;
(3) Offer technical inputs on cold chain maintenance;

(E) Child Health
(1) Support monthly review of IMNCI at District level;
(2) Facilitate the functioning of 24x7 PHCs, FRU and establishment of NBCC, NBSU and SNCU
(3) Minimizing gap between Institutional delivery and Early Initiation of Breast Feeding;
(4) Establishing the mechanism for SNCU discharges receiving scheduled follow up visits both in community and facility;
(5) Implementation of CG New-born Action Plan and Integrated Action Plan for pneumonia and diarrhoea;
(6) Monitor SNCUs in their districts, share feedback with concerned authorities and support corrective actions;
(7) Coordinate activities for linkage of facility and community based new-born care programs
(8) Provide technical support during District HBNC review meetings;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Post Graduate preferably in Public Health / Community Medicine/ Social Work.

Experience:
(1) Work Experience of 3-5 years of working at district level in public health will be an asset;
(2) Experience of working with Govt. / International Agency is preferred;
(3) Reports writing experience preferred.

Skills and Competencies:
(1) Computer proficiency with familiarity with MS Office;                                                                    
(2) Ability to work in harmony with the Govt. & Non Govt. staff and maintaining poise in difficult situations;
(3) Ability to make oral and written presentations on technical issues.

5. NATURE OF ENGAGEMENT:

The DMCHC shall be hired on a consultancy contract through Strategic Alliance Management Services Pvt Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Bijapur, Chhattisgarh with need based travel to field.

8. DURATION:

The consultancy assignment will be effective from the date of joining till December 31, 2018.
