1. POSITION VACANT:  Director Health Systems, India Health Action Trust (IHAT), Lucknow


India Health Action Trust (IHAT) was established in 2003 by the University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009. IHAT aims at improving public health initiatives both nationally and globally, by the provision of comprehensive technical assistance in the areas of program planning, management and monitoring.  

IHAT has been providing comprehensive technical assistance as above to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

At the request of the Government of Uttar Pradesh, IHAT established a Technical Support Unit (TSU) in 2013, to provide integrated and embedded techno-managerial support to strengthen the existing health system for achieving sustained health outcomes at-scale. IHAT is focusing on improving the coverage of key RMNCH+A, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state, with funding support from the Bill & Melinda Gate Foundation (BMGF) and the Central and State governments.

Reporting to the Executive Director, the Director Health Systems (DHS) shall be the overall lead for the systems strengthening support that UP-TSU provides to the Department of Medical Health & FW, Uttar Pradesh and directly oversee government coordination and liaison for all projects under UP-TSU.

Key Roles and Responsibilities:

(1) Health Systems Support to the Government: Lead state level and consulting teams to support the government in improving/ strengthening the following:

(a) Human Resource systems, expediting government recruitment and instituting Performance Management Systems;
(b) Supply chain/ logistics processes;
(c) PPP/ Contract Management processes;
(d) Government data systems;
(d) Budgeting/ planning processes;
(e) Payment/ Financial processes;
(f) Private Sector Participation strategy;
(g) Behaviour Change strategy;

(2) Government Liaison and Coordination: Lead Government Coordination and Liaison at the TSU, providing support to program teams on aspects such as developing guidelines, Government Orders, PIPs, etc.:

(a) Serve as the primary point person for coordinating and liaising with GoUP for all projects (viz. MNCH, Family Planning, Nutrition and Systems), including representing TSU at critical meetings with the government, ensuring effective communication and knowledge sharing between the TSU and Department of Health & Family Welfare. (Note: DHS shall be assisted/ accompanied by leadership of concerned projects, for all critical meetings);
(b) Assess the requirements of program teams and support for finalization of guidelines and Government orders for smooth implementation of projects;
(c) Understand GoUP requirements that need to be complied with, within the scope of work of UP TSU and communicate the same to respective program teams;
(d) Lead the support that UP TSU provides to GoUP's Health Department PIPs, for the development, appraisal, and approval of projects;

(3) Lead the support that TSU provides to the Department in identifying best practices relating to Health System Strengthening components;
(4) Support the Department in seeking requisite financial approvals, including approvals from GoI, as necessary;
(5) Any other responsibility given by Executive Director, TSU.


Applicants must be MBA, MPP, MPA, MPH, MSW, or equivalent, from a top-tier institute;

(1) At least 20 years of experience, with a minimum of five years of experience in leadership positions (viz. Director/ CEO/ COO);
(2) At least 10 years of experience in Public Health, working directly or indirectly with Government;
(3) Applicants with more than five years of experience in Government Health Systems, shall be preferred.

(1) Knowledge of government systems;
(2) Proven ability to conceptualize, analyze, innovate, plan and execute ideas;
(3) Strong background and work experience in Financial Management and Administration;
(4) Knowledge of government contract management systems and processes;
(5) Deep understanding of government/ non- government recruitment processes;
(6) Efficient decision-making and problem-solving skills;
(7) Excellent interpersonal, communication and presentation skills; 
(8) Ability to function effectively as a team member;
(9) Fluency in English and knowledge of Hindi is essential. 


Gross annual remuneration budgeted for the position is attractive. Please note that offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
