1. POSITION VACANT:  Deputy Director- HR Systems, India Health Action Trust, Lucknow

2. ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.  

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarhoea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Executive Director, the Deputy Director- HR Systems will be engaged in extending support to the Uttar Pradesh Technical Support Unit (UP-TSU) project under Department of Medical Health and Family Welfare in implementation of HRIS, and improving recruitment processes, HR planning, performance management and HR Policies.

Key Roles and Responsibilities:

(1) Leading the support that TSU intends to provide to the department in developing tools and strategies for performance management and identifying best practices in terms of policies for meeting long-term HR gaps for both regular and contractual staff;
(2) Implementation and operationalization of HRIS (Manav Sampda)
(a) Ensuring hand-holding support at state and district level through dedicated team;
(b) Leading the support for customization of the software as per requirement of the state;
(c) Planning and ensuring necessary budgetary approvals from GoI, for operationalization of Manav Sampada, as required;
(d) Managing and setting up of a PMU (for the department) for operationalization of HRIS;
(e) Ensuring regular and timely availability of data/reports with the concerned departments for HR related decision making;

(3) Developing strategies for improving the efficiency and quality of recruitment for contractual staff in assigned department;
(4) Supporting the department in seeking appropriate approvals from GoI for implementing innovative strategies and HR gaps, as required;
(5) Leading the effort for supporting organizational restructuring based on Government’s requirement if any;
(6) Any other responsibilities given by ED, TSU.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualification:
Applicant must be an MBA in HR or Masters’ in Public Health or Social Work, or equivalent qualification from a recognized Institute/ University.

Experience:
(1) Applicants must have a minimum 15 years of experience working in senior capacity with at least five years of experience in handling recruitments for organizations/departments
(2) Candidates who have experience of working with any government (Centre or State) departments in addition to at least two years of work experience of working in public health in various capacities shall be desirable.
(3) Applicants having in-depth knowledge of MNCH project intervention, would be preferred;
(4) Experience of helping government/ organizations to implement or roll out at least one large-scale IT projects, would be preferred;

Skills and Competencies:
(1) Demonstrated experience in managing large-scale projects with data and working knowledge on appropriate tools;
(2) Excellent written and interpersonal communication skills;
(3) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;
(4) Must be flexible and able to work in a challenging environment;
(5) Demonstrated cross-cultural, teamwork and advance knowledge in computer skills.

5. COMPENSATION OFFERED:

Gross annual remuneration budgeted for the position ranges from Rs. 21 to 24 lacs per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
