1. POSITION VACANT:  District Coordinators, International Union Against Tuberculosis and Lung Disease (The Union), Rudraprayag and Chamoli, Uttarakhand

2. BACKGROUND:

The mission of the International Union Against Tuberculosis and Lung Disease (The Union) is to bring innovation, expertise, solutions and support to address health challenges in low- and middle-income populations. Founded in 1920, with its Head Office in Paris, The Union today is both a non-profit institute with five scientific departments and several offices worldwide and a federation of close to 3,000 organisations and individuals who are committed to the same goals. Its scientific departments focus on tuberculosis, HIV, lung health and non-communicable diseases, tobacco control and research; and each engages in research, provides technical assistance and offers training and other capacity-building activities leading to health solutions for the poor.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Technical Advisor Project Implementation (Uttarakhand), the District District Coordinator will be responsible for rolling out/ implementation of Project in District level.
The Union is seeking qualified local candidates for the position of District Coordinator to be based in Chamoli/ Pauri/ Rudra Prayag for Project Axshya undertaken by The Union (funded by The Global Fund).

Key Job Responsibilities:

(1) Adhere to program and financial guidelines framed as per Project Axshya by the Organization;
(2) Conduct and coordinate district level activities;
(3) Monitor the sub district level activities;
(4) Represent The Union and Project Axshya  tostakeholders;
(5) Coordinate with the District TB Officer and other RNTCP staff in planning and implementation of the project activities. Build enabling relationship with MOs, LTs, STLs, NGOs, CBOs, DMCs and TUs;
(6) Organize quarterly joint meeting of ICTC, RHCPs, TB forum and CBO meeting with DTO;
(7) Coordinate and organize all district level activities like selecting and training NGOs, RHCPs, , Health Staff and sub district level activities like GKS and community meetings, mid-media activities, sputum collection and transportation and retrieval of patients lost to follow up;
(8) Prepare the budget and monitor expenditure as per the plan of activities;
(9) Ensure verification and timely submission of bills and other supporting documents to the headquarters for processing;
(10) Ensure timely disbursement of funds to the implementing partners in the districts.
(11) Design the programs through weekly and monthly meetings for the project area.
(12) Monitor the program on indicators and prepare weekly & monthly reports of the project and submit to the Technical Advisor Project implementation.
(13) Maintain the documents of the project as per the guidelines and extend support to Technical Advisor Project implementation
(14) Any other assignment as and when required as part of Project Axshya.
(15) Perform other relevant duties as required by the Supervisor and/or Regional Director of The Union South-East Asia Office.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:

Applicants must have Degree in Social Work.

Experience:

Minimum two-three years’ experience of working in health/development projects at the district/state level.

Competencies and Skills:

(1) Good written, oral, and interpersonal communication skills in English and Hindi;
(2) Knowledge of using MS Office.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.

6. LOCATION: Rudraprayag and Chamoli, Uttarakhand

8. CONTRACT:

The issued contract will be till December, 2017 with possibility of extension based on performance and availability of funds.
