1. POSITION VACANT: Divisional Coordinator, International Development Agency, Jabalpur, Madhya Pradesh

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background                                                                  

Madhya Pradesh has a high burden of stunting among children under five years of age. As per recent estimates from Rapid Survey of Children, stunting prevalence is 41.6%. Similarly, the underweight prevalence among children under five years is 36.1% and 17.5% children are wasted. As per all three measures (underweight, stunting and wasting) of nutritional status, children in Madhya Pradesh have a poor nutritional status than children in most of the states. Also, the anaemia prevalence among women between 15-49 years of age is 57%, which highlights the fact that every second women is anaemic.

Madhya Pradesh also has large tribal population, which numbers are more than 15 million people. The indices are much worse in this subset of the population with nearly 50% of the Schedule Tribe children being stunted, 20% being wasted and 46% being underweight.

At various platforms the Government has requested the International Development Agency to support for technical oversight, capacity building efforts and established a robust monitoring mechanism to help the systems in delivering with quality and a focus on equity. The International Development Agency is committed to strengthening the capacity of various departments (flagship programs) so that the resources are utilized effectively and efficiently, leading to an improvement in the health and nutrition status of women, children and adolescents in Madhya Pradesh.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the overall guidance of the Divisional Commissioner of the International Development Agency, and the direct technical supervision of the Nutrition Specialist, Madhya Pradesh, the DC will work in in coordination with the Joint Director(s) Health and ICDS, as well as the district teams of Health and ICDS.

Key Job Responsibilities:

(A) Planning With a Focus on Equity
(1) Provide support to the Department of Women and Child (in the assigned districts) towards the rolling out of activities envisaged under restructured ICDS PIP: Suposhan initiative, ILA trainings under ISSNIP and other strategies focusing on 1000 days;
(2) Support in preparatory activities to plan the bi-annual Vitamin A round by facilitating micro plan, updation, pre-positioning and follow-up on supplies, formats etc. Also, ensure the inclusion of H2R area sessions in the micro plan;
(3) Provide support to CMHOs to facilitate one preparatory meeting before the round and one review meeting after the round;

(B) Capacity Building
(1) Strengthen and expand the core group in the district and coordinate with the trainers for supporting regular capacity building sessions (WIFS, MAA, SAM and WHO-GS);
(2) Monitor the AWTCs, DIETs, CMCLDP Mentors training component;
(3) Conduct visits to AWCs, VHNDs, schools and NRCs to monitor the administration of protocols.
(4) Carry out validation checks and provide supportive supervision wherever required;
(4) Facilitate counselling session at NRC.

(C) Advocacy
(1) Attend at least two block level meetings (Project Meeting) per month and carry out a capacity building activity on any component from: IYCN, WIFS, Micronutrient programmes, WHO-GS, screening of children with SAM-referrals and follow-up, MIS and reporting;
(2) Facilitate JD level reviews on nutrition related interventions with Health and ICDS.

(D) Knowledge Management
(1) Collect, collate, analyze and share the reports on usage of adequately iodized salt with DPO, CMHO, FSSO and state micronutrient coordinator;
(2) Provide technical support towards rolling out of IYCN at the facility level, coordinate with DPMU and hospital managers to ensure district/block level IYCN trainings;
(3) Undertake regular monitoring of NRCs, in the district/region, and ensure submission of at least one checklist per NRC per month. Collate and analyze outcome indicators at NRCs (especially, default rates, cure rates and follow-up);
(4) Ensure and follow-up for timely submission of monthly reports from NRCs and weekly bed occupancy reports.

(E) Multi Sectoral Coordination and Partnerships
(1) Facilitate and coordinate with ICDS and highlight on convergent platforms the issue of bed-occupancy, referrals etc;
(2) Coordinate with Department officials –CMHO/DPM, DPO,DSE for the implementation of NIPI programme and identify gaps (if any) and ensure corrective measures by highlighting gaps;
(3) Coordinate with district based NGOs and create platform for capacity building of their functionaries on IYCN, VAS, WIFS and screening/referral/ follow-up of children with SAM;
(4) Coordinate with Tribal Dept. /Jan Abhiyaan Parishad for mentor training.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have a Master degree in Food and Nutrition/Sociology/ Anthropology/ Child Development/ Social Work/ Bio technology/ Agriculture or MBBS/MPH/MHA or other relevant field; 

Experience:
(1) At least 5-10years in the field of maternal health/ child development/ development sector/ nutrition/ emergency nutrition;
(2) Experience of working with Government is an asset.

Skills and Competencies:
(1) Good analytical, negotiation and communication (oral and written) skills;
(2) Proficiency in using MS Office and its application, internet, e-mail;
(3) Good Knowledge/ familiarity with the national flagship programmes (NHM, ICDS and Education others);
(4) Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations;
(5) Knowledge of English is essential, working knowledge of Hindi would be an added advantage.

5. NATURE OF ENGAGEMENT:

The DC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Jabalpur, Madhya Pradesh

8. DURATION:

The consultancy assignment will be effective from the date of joining till December 31, 2017.
