Center of Excellence (CoE) for SAM Management

2. PROJECT BACKGROUND:                                                            

Severe Acute Malnutrition (SAM), remains a major killer of children under five years of age in India. According to NFHS-4 (2015-16) more than 20% under-five children in Odisha are wasted and 6.4% children are severely wasted and suffer from SAM. The fact that the proportion of children with SAM in the state has increased from 5.2% (NFHS-3) to 6.4% (NFHS-4), is another area of grave concern. These children are at 9-11 times higher risk of death and require immediate treatment and Facility-based or Community-based, care.

Odisha has a well-established system of Facility-based management of SAM (F-SAM) and is in the process of initiating a programme for Community based management of SAM (CMAM), as well. Nutrition Rehabilitation Centers (NRCs) have been established in the state since 2009, with support from NHM, and their number gradually scaled-up, with the intention to provide quality care to children with SAM and thus reduce child mortality.

As children with SAM have compromised immunities and are at an elevated risk of death, it is particularly important to ensure quality in their management and care. It is therefore essential that the capacities of all NRC functionaries are continuously strengthened. Simultaneously, it is also crucial for the state to build systems to monitor the processes, outputs and quality of services at NRCs. Further, as the state moves ahead with its plan to scale-up the CMAM programme, there is a need for a central institution, which can support and guide the state in establishing linkages between NRCs and the community.

It is therefore proposed that a Centre of Excellence (CoE) be established at Shishu Bhawan, Bhubaneshwar, to serve as a one-stop center for capacity building, monitoring and knowledge management for SAM management in the state. The CoE shall serve as a state-level, think tank resource, guiding the implementation of Facility and Community-based management of SAM, building on the NRC at Shishu Bhawan, Bhubaneshwar, which shall also serve as a ‘Model NRC’ for the state.


The Consultant- Programme Coordinator (CPE) shall report to the Superintendent, Shishu Bhawan/ Director- Capital Hospital and shall be responsible for providing support in capacity building, monitoring and knowledge management under the CoE for strengthening the Facility and Community-based management of SAM in Odisha. Technical oversight and funding for the position shall be provided by a respected, International Development Agency, that works across the globe, to promote children's survival, protection and development.


(1) Provide techno-managerial support for conducting phase wise training programs for all category of NRC personnel, including Medical Officers, Nutrition Counselors and Paramedical staff;
(2) Provide hand-holding support to the NRC at Shishu Bhawan for developing into a ‘Model NRC’ for the management of SAM cases in the state of Odisha;
(3) Provide rapid assessment support to NRCs in Odisha on a sample basis, through the already developed NRC assessment checklist of Kalawati Saran Children’s Hospital;
(4) Provide monitoring, rapid assessments and technical support to NRCs across the state;
(5) Provide support in documentation of best practices followed at the NRCs and develop resource materials, as required from time to time;
(6) Provide support in inter-departmental coordination between DWCD and DH&FW/ NHM for convergent activities under the CoE.


(1) Applicants must have post graduate degree/ diploma in Nutrition/ Public Health/ Public Health Nutrition/ MD/ MHA/ MPH/ MHM/ MSW, with health experience;
(2) MBBSs with relevant experience, may also apply.

(1) At least one year of professional work experience in the field of micronutrient, maternal health, child development, emergency nutrition and nutrition programmes;
(2) Prior experience of working with the Government shall be an asset;
(3) Knowledge/ familiarity with national flagship programmes such as NHM, ICDS and others.

Skills and Competencies:
(1) Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations;
(2) Fluency in English is required. Knowledge of local language (Oriya) shall be an asset;
(3) Good analytical, negotiation and communication (oral and written) skills;
(4) Ability to use computer software i.e. MS Office, MS Excel, PowerPoint and Internet programmes.


Professional fees of the selected candidate shall be Rs. 45,000/- per month. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the Consultant- Programme Coordinator).

7. LOCATION: Centre of Excellence, Shishu Bhawan, Capital Hospital, Bhubaneswar


The project duration is from November 1, 2017 to October 31, 2019. The successful candidate shall be issued an initial contract till December 31, 2017, which will be extended based on performance, funds availability and continuing requirement for the position.
