Co-ordination Officer-NHM (CO-NHM)

National Health Mission (UPNHM)

1. POSITION VACANT:  Co-ordination Officer-NHM (CO-NHM), National Health Mission (NHM), Uttar Pradesh

2. ORGANIZATION BACKGROUND:

The National Health Mission (NHM) was launched with a view to bringing about dramatic improvements to the health system and health status of people, especially those who live in the rural areas of the country. The Mission seeks to provide universal access to equitable, affordable and quality health care which is accountable at the same time responsive to the needs of the people, reduction of child and maternal deaths as well as population stabilization, gender and demographic balance. In this process, the Mission helps achieve goals set under the National Health Policy and the Millennium Development Goals.

National Health Mission, Uttar Pradesh is in the process of rolling out programs like Pradhan Mantri National Dialysis Program, Free Diagnostic Service initiative, AERB implementation, Biomedical Equipment Maintenance Program, MMUs, National Ambulance services, Operationalisation of 100 bedded MCH wings etc through outsourcing/PPP mode.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Co-ordination Officer- NHM will report to the MD NHM on the top/ to AMD or Sr Advisor or GM Procurement on day to day basis.

Key Roles and Responsibilities:

(1) Develop an understanding about the work by studying all the project agreements and agreement between NHM and PMU. Responsible for preparing a workplan of his activities and share the same with his reporting officer at NHM. Ensure thorough understanding of all the projects in PMU;
(2) Ensure the functioning of PMU as per the provisions in the agreement and timely payment of the PMU from NHM as per the agreement;
(3) Facilitate regular review meetings of PPP/ outsourcing projects under the chairmanship of MD NHM;
(4) Define Standard Operating procedures for payments of PMU. Responsible to check the invoice received from PMU, duly verified by CO-Directorate for SLAs and payments. Ensure timely payment to PMU from NHM;
(5) Support the CO- Directorate in resolution of issues between PMU/ Directorates/ NHM;
(6) Participate in different meetings related to the job profile. Request for meeting to MD NHM/ DG MH/ DH FW, if required.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualification:
Applicants must be MBBS/ Masters in hospital & Health Care Management/ MPH/ Master’s in social work/ MBA/ Bio-Medical Engineer or any other relevant qualification.

Experience:
(1) Applicants should have direct or indirect experience of govt program implementation for five years;
(2) Applicants should have experience of three years for managing PPP/ outsourcing/ Contract.

Skills and Competencies:
(1) Proven management skills;
(2) Good Co-ordination skills;
(3) Working knowledge of English and Hindi.  

5. AGE LIMIT: Maximum age limit 50 years.

6. VACANCY DETAILS: 1 vacancy (UR: 1)

7. COMPENSATION OFFERED:

Gross compensation budgeted for the position is approx. Rs.12 lacs per annum.

8. CONTRACT TYPE AND PERIOD:

The position is on offer on a contractual basis, initially for a period of one year, extendable thereafter, on the basis of performance.

9. RESERVATION POLICY: State reservation policy will be applicable with respect to all vacancies.
