1. POSITION(S) VACANT: Consultant- Youth & Gender (C-YG), United Nations Population Fund (UNFPA), Bhubaneswar, Odisha

2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is an UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

Project Background:

In the areas of reproductive health and rights, UNFPA works on providing comprehensive sexuality education and empowering young people, including supporting intensive interventions for adolescent girls in tribal, rural and urban settings, with gender as a cross-cutting area. UNFPA collaborates with the government, civil society organisations, academic institutions and other UN agencies. UNFPA works at the policy and programme levels in collaboration with various departments and supports the implementation of programmes through NGOs to reach out to vulnerable young people, especially adolescent girls.

A priority under the current Country Programme Cycle (CP-9), is empowerment of adolescent girls and young women, for which there will be close engagement with State Governments and non-government agencies, on the issues of child marriage, gender discrimination and son preference. In the context of the above, UNFPA shall intensify support to the Life Skills Education Programme for adolescents from ST and SC communities, through the residential schools of the government. Youth engagement programmes shall also be supported.

UNFPA is looking for a Consultant- Youth & Gender to provide high quality Technical Assistance to programmes related to Youth, especially Adolescent Girls and Gender.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Consultant- Youth and Gender (C-YG) will undertake the following responsibilities:

Key Deliverables:

(A) Planning:
(1) Develop and roll-out the action plan for adolescent/ youth projects, including “Life Skills Plus” focusing on health, nutrition and wellbeing of adolescents;
(2) Develop reporting formats for various stakeholders, track activities, provide feedback for improvements and work closely with the project team, for the timely roll-out of activities;
(3) Assist in developing TORs and specifications for procurement and coordinate for procurement and its supply, to specified locations.

(B) Monitoring:
(1) Track implementation of the Life Skills Plus project, reporting internally on progress and support required under the project;
(2) Work closely with the identified agency and facilitate the introduction of IT tools, development of databases and various MIS applications for strengthening of M&E system for residential schools;
(3) Coordinate with the STSC department for the successful introduction of these systems/ application; 
(4) Analyze reports/ data submitted by the implementing partner and identify areas that need improvement;
(5) Facilitate the conduct of quarterly review meetings with implementing partners, taking stock of the programme implementation and expenditure status;
(6) Undertake field visit to projects for quality check /onsite observation and provide feedback for improvement.

(C) Convergence and Coordination:
(1) Facilitate the convergence of initiatives for young people with the different Government Departments UNFPA works with viz. Youth, Health, Women & Child and Tribal Welfare;
(2) Identify areas for convergence and initiatives with RMNCH+A, particularly RKSK and RBSK.

(D) Documentation:
(1) Facilitate and document process details, case studies, and lessons learnt from UNFPA supported projects/ initiatives in the state;
(2) Support the adaptation of training/ IEC material on adolescents/ youth/ gender in the context of Odisha and UNFPA programmes;
(3) Support the State Office in developing concept notes and project proposals for resource mobilization.

(E) Undertake other related tasks assigned by UNFPA State Office.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must possess a Masters/ Advanced university degree in Science, Social Sciences, or other relevant discipline;
(2) Higher or additional qualification in a relevant field shall be an advantage.

Experience:
(1) Minimum five years of working experience with an international organization, or Government, or National NGO;
(2) Proven experience in managing large scale projects and of working with multiple stakeholders is essential;
(3) Experience of working in large scale youth/ adolescent programmes at the National or State level, is desirable.

Language Requirements:
Ability to communicate fluently in English and Odia is mandatory. Sound understanding of Hindi shall be useful.

5. NATURE OF ENGAGEMENT:

The Consultant- Youth & Gender, (C-YG) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. REMEUNERATION & PER DIEMS:

The selected candidate shall be paid a consolidated amount ranging between Rs. 90,000/- and Rs. 105,000/- per month based on salary history and experience. A monthly allowance of Rs. 2,500/- shall be additionally paid towards laptop, mobile usage and internet data charges. 

7. LOCATION: The C-YG shall be based at the Project Monitoring Unit – SCSTRTI, Bhubaneswar.

8. DURATION: The successful candidate shall be issued an initial consultancy contract till December 31, 2019, extendable for 12 months subject to satisfactory performance.
