1. POSITION VACANT: Associate/Senior Associate - HR (Manav Sampada), India Health Action Trust (IHAT), Lucknow, Uttar Pradesh

2. ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Specialist – HR Systems, the Associate/ Senior Associate - HR (Manav Sampada) will support the Department of Medical Health & FW, Uttar Pradesh in implementation of various modules of Human Resource Management System (Manav Sampada). Manav Sampada is an HRMS application to facilitate proper monitoring, manpower planning, recruitments, Postings, Promotion, Transfer based on employee skill set, service history which was earlier being done manually.

Key Roles and Responsibilities:

(A) Strategic:
(1) Support Specialist, HR Systems in planning and implementation of various modules of the HRMS (Manav Sampada);
(2) Support Specialist, HR Systems and Director, Systems in providing techno-managerial support to National Health Mission, UP and Dept. of Health and Family Welfare, UP on various HR Systems;
(3) Develop capacity of Dept. of Medical Health and Family Welfare and PMU for effective maintenance and usage of HR data available on Manav Sampada;
(4) Co-lead Manav Sampada Help Desk including work planning, staffing and maintenance of Toll-free number.

(B) Operational:
(1) Ensure hand-holding support is provided at State and District level for operationalization and effective usage of the HRMS portal;
(2) Ensure regular and timely availability of data/reports with the concerned departments for HR related decision making;
(3) Ensure accurate usage of Manav Sampada software for new appointments, transfers, joining, and relieving;
(4) Understand needs of GoUP and liaison with NIC, UP for customization of modules and standardizing data reports in Manav Sampada, as required;
(5) Plan and ensure necessary budgetary approvals, from GoI, for operationalization of Manav Sampada, as required;
(6) Support NHM, UP and DoHFW in effective manpower planning, geographical rationalization of existing workforce, critical recruitment policies/projects etc.;
(7) Create and maintain a library of model documents, data, data reports, templates and other usable process documents.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification
Applicants must have Bachelor’s degree in engineering/ technology/ computers or equivalent. MBA in HR/ Public Health/ Business Administration will be preferred.

Experience:
Applicant must have minimum two years of experience in program management/ HRIS platform/ technology solution implementation or equivalent.

Skills and Competencies:
(1) Basic computer skills in Microsoft Office;
(2) Fully fluent in English and Hindi;
(3) Leadership and organization skills;
(4) Excellent communication skills;
(5) Ethnic, cultural, gender, religious, and socioeconomic status sensitivity;
(6) Demonstrated analytic skills;
(7) Good understanding of Indian health care systems with knowledge of Uttar Pradesh context.

5. COMPENSATION OFFERED:

Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
